We are currently undertaking a competitive procurement process to provide a new service model of supported accommodation for 16-24 year olds. We plan to issue a tender for these services within the next 12 months, and to commence soft market testing exercise to inform this process shortly. Direct award of these 12 month contracts is considered appropriate, and this procurement exercise cannot be hurried due to various factors, including:
• The wellbeing and stability of the vulnerable children and young people in question.
• The welfare and logistical considerations applicable to the relocation of the children and young people.
• The need to attract as many high quality providers as possible to provide a critical service to children and young people
• The requirement for some providers to be registered with Ofsted (a lengthy process, with current delays).
• The providers in question have been delivering this service via 12 month contracts since they were awarded in 2009/2010, and before, giving consistency to the service.
The contracts in question are from 1 February 2025 - 31 January 2026:

To approve the continuation of the Integrated Service and Support Contract (ISS) currently being delivered by Age Concern Tyneside South (ACTS) under implied terms until 31st March 2026
ACTS has delivered this Contract since 2016 and approving the continuation of the Service under implied terms allows for the necessary time to effectively implement a retender of the Provision.
The value of the Contract is £290,757 (excluding uplifts but includes a £60,000 contribution from Public Health). Public Health will be repurposing their funding to deliver a Suicide Prevention support offer (direct award to ACTS for 12-months from April 2025-26, on the basis it will be retendered separately following this period). The funding envelope for the Integrated Service and Support contract going forward will therefore be £230,757.
